Academic departments that require employees to use a scaffold shall appoint a “competent person” to supervise the installation, mounting and dismantling of scaffolding. The competent person must understand the rules and regulations that apply to the scaffold, he/she supervises and inspect the scaffolding and manage daily activities involving the use of scaffolding.
Scaffolding Safety and Health Rules of Construction – CFR 1926.451
Regulation of construction involving scaffold can be found in OSHA Title 29 Code of Federal Regulations (CFR) Part 1926, entitled “Safety and Health Regulations for Construction (http://www.osha.gov/pls/oshaweb/owastand.display_standard_group?p_toc_level=1&p_part_number=1926)” However, there may be cases where a work or activity can not be addressed by this regulation. In these cases, the regulations for general industry, located in the 1910, may apply. If there is no regulation in either party for an activity, then OSHA General Service Clause “which states that an employer must provide a workplace free from recognized hazards, would still apply.
